Parents ask two questions and usually get one blurred answer. The first is whether the child will be let on board at all; the second is whether the child will enjoy it. On Koh Samui only four of the twelve sea outings put a number in writing, four more publish a child rate without an age, and four say nothing about children at all. This is those three groups, separated.

From what age will they take a child on Koh Samui?
Five as a jet-ski passenger, ten for anything with a tank on your back, and no published minimum at all for the boats where somebody else steers. Those are the only hard numbers on the island; everything else is described in words, and the words are about the particular child rather than the birth date.
The four written limits
Five, on the four-hour jet-ski tour: a child rides as a passenger from that age with an adult on the same machine. Ten, twice: the first dive off Koh Tao and the Sail Rock trip, where the certification requirement applies at any age on top of it. And three on the Ang Thong kayak day, from the other direction: the operator states that children aged three and under are not permitted in the kayak.
Where no limit is published
Four outings say nothing about children: the snorkeller's seat on the Member Diving boat, the full-day Boutique Yachting charter, the TopCats fishing day and the Mahalo kite session. That is not a yes and not a no — it means the answer belongs to the operator and to your particular child. Send the age with the enquiry and we will get it in writing before you pay.

the Ang Thong speedboat sets its child bracket by height as well as age — 3 to 9 and under 130 centimetres — and a tall eight-year-old therefore may not qualify. The reduced amount is not published on the card, so we confirm it with the operator before payment rather than quote a figure.
Boats where the child needs no skill at all
The easiest family day is the one with a crew. The half-day Thai yacht charter is ฿25,900 (≈ $717) for the boat with six people already covered, and the day is built for exactly this: snorkelling on the reef at Koh Taen, a kayak into its mangrove forest, the pigs on Koh Mat Sum and fishing from the deck, with the Pig Island entry fee, food, fruit, soft drinks and towels inside the rate.
The two speedboat days are the cheaper version of the same idea. Ang Thong and Koh Tao with Koh Nang Yuan both cost ฿2,300 (≈ $64) per person from Bangrak pier, with mask, snorkel and life vest handed out on board and the hotel transfer included. Both describe themselves as suited to families and to first-time visitors, and the boat runs from a single guest.
The kayak day: written child rate, written lower limit
The Bluestars kayak day is the only Samui outing that publishes both. The child rate is ฿1,850 (≈ $51) for ages 5 to 11 against ฿2,800 (≈ $78) for an adult, free below 5, adult rate from 12, and the park fee is already inside all of them. Each Malibu II takes two adults, or two adults and one small child.
Important
the operator's own two pages disagree. The price page words the child bracket as 5 to 11, the cancellation page as 6 to 11. If your child sits on that boundary, get the age confirmed at booking rather than at the pier. The day is also eleven hours long, from an 08:00 departure at Nathon to the hotel by 18:00 — long for a small child however cheap the ticket.
Underwater: ten years, and not a month earlier
Both Samui dive days set the same floor. Try scuba off Koh Tao takes first-timers from age ten at ฿5,900 (≈ $163): two dives to a maximum of 12 metres, no certificate, two students to an instructor, and the operator asks you to read the medical questionnaire before signing up.
Sail Rock is ten as well, ฿4,650 (≈ $129) per person — but the certification requirement applies at any age, so a ten-year-old only goes if they already hold a valid Open Water card. Maximum depth is 30 metres and the day runs about eight hours. In practice that makes it a teenagers-who-already-dive trip, not a children's one.
Tip
if only one parent dives, nobody has to split up. The Life Aquatic sells a snorkeller's place on the same Koh Tao day for ฿2,900 (≈ $80), and the day plan lists snorkelling as the alternative at both water stops.
What does a family of four actually pay?
The unit of price decides everything. Two adults and two children aged 7 and 12 on the Koh Tao speedboat pay four times ฿2,300 — the tour has no child rate — plus the Nang Yuan entry: ฿250 per adult and ฿120 per child. The operator does not publish the age boundary for the child ticket, so the total lands between ฿9,940 and ฿10,070 (≈ $275–279); we confirm the exact figure when you book.
The same four on the Bluestars kayak day pay ฿2,700 for each adult and for the twelve-year-old, ฿1,850 for the seven-year-old — ฿9,950 (≈ $276), park fee included. And on the half-day Thai yacht they pay nothing extra at all: the ฿25,900 (≈ $717) already covers six people, so a family of four sits inside the base rate.
Each outing carries its age wording in the Koh Samui catalogue exactly as the operator published it. If four days is what you have, Koh Samui in 4 days orders them into a route, and the Koh Tao day is broken down in Koh Tao in one day from Koh Samui.
